PRESENTATION OF THE DRAFT LAW ON CIVIL SERVICE IN THE SUPREME COURT

Presentation of the new draft law of Georgia on Civil Service was held in the Supreme Court under the initiative of Civil Service Bureau. The meeting was attended by government representatives, members of the mission of USAID, European Union and NATO Professional Development Programme together with the civil servants of common courts with administrative functions working in the field of administrative law.

The Chairperson of the Supreme Court Nino Gvenetadze and the Head of LEPL Civil Service Bureau Ekaterine Kardava delivered the welcome speech before participants.

As it was noted at the meeting, the new draft law is aimed at reforming the civil service being the key element of building a democratic state and implementation of good governance, which is to contribute to the formation of the civil service that is free from politics.

"The draft law outlines the conceptual changes, which should contribute to the transparent establishment of the system of civil service, strengthening the role of those employed in the civil service on the path of building a democratic state, and to the process of efficient administration“  - noted Nino Gvenetadze. According to chairperson, the goal of the draft law is the establishment of a politically neutral unified system of civil service, which should be based on the conscientiousness, professionalism, knowledge and expertise of each civil servant, on the long-term employment opportunities in the civil service; and at the same time, on the efficiency of mechanisms of accountability and responsibility, which should make working in the civil service appealing and interesting, and contribute to the attraction of new human resources, to the enhancement of their motivation.

Ekaterine Kardava thoroughly briefed participants of the meeting on the contents of the new draft law of Georgia on Civil Service and on all news, and stated that the Supreme Courts view of legislative changes is the most important in the course of public discussion on the bill since judges are constituting the judicial practice in the field of law, therefore, their comments, recommendations and suggestions are necessary for the authors of the draft law.

During the discussion, special attention was paid to the introduction of new regulations on the measures of supporting and stimulating the promotion of those employed in the civil service in terms of promotion by considering their professionalism, knowledge and experience, and to the matters of legislatively resolving the issue of fair and efficient functioning of disciplinary mechanism.

The Head of Civil Service Bureau Ekaterine Kardava answered the questions of participants of the meeting, listened to their considerations and recommendations.

At the end of the meeting, the Chairperson of the Supreme Court thanked the Civil Service Bureau for the active engagement of the judiciary in the process of working on the draft law, and proposed further cooperation, as well as the presentation of the draft law to the members of the High Council of Justice.
