THE DEPUTY CHAIRPERSON OF THE SUPREME COURT, MS. MZIA TODUA MADE A SPEECH AT THE INTERNATIONAL CONFERENCE

On May 24 and 25 of 2016 in Tbilisi, in the Conference Hall of the Funicular with the organizational support of the European Council the Conference was held on the topic of “Implementation of the European Convention on Human Rights in Georgia.” 

 Director  General,  Human Rights and  Rule of Law, Council  of  Europe -  Philippe Boillat;  Deputy   Head of the  Representation of the Council of Europe in  Tbilisi – Carlo Natale; Head of Council of Europe  Office   in Tbilisi Cristian Urse; Chairman of the Constitutional   Court of Georgia   -Giorgi Papuahsvili; Deputy Chairperson of the Supreme Court  - Mzia Todua;  General Prosecutor of Georgia  - Irakli Shotadze,  and  Chairman of Committee of  Human Rights of the Parliament of Georgia – Eka Beselia   addressed the participants of the meeting.    

The participants discussed    the  impact of the  European Court of Human Rights on the ordinary citizens,  the significance of the  enforcement of judgment   of the Court of Europe, necessity of  implementation  of the European  Convention on   Human Rights   on the national level  and combined responsibility of Government and non-Government subjects  in the course of implementation of the European Convention on  Human Rights.        

The Deputy Chairperson of the Supreme Court discussed the arrangements planned for the effective implementation of the decisions of the European Court into the domestic Court system in details and videlicet, Ms. Mzia Todua introduced to the audience on the basis of the statistical data practice of application of the significant precedents of the European Court on Human Rights when  grounding  the decision  by the Supreme Court.  According to the European Council’s Action Plan of 2016-2107   the position of the Human Rights Consultant in the six regional (city) Courts are envisaged. The negotiations on creating of the Georgian analogue of the electronic search system of the decisions of the European Human Rights Court are under way (HUDOC). As the Deputy Chairperson of the Supreme Court marked, the above mentioned activities, as well as the special training modules planned for the judges will be of a great help for improvement of the quality of judicial proceedings.      

The International Conference – was held within the frames of the joint programme  between  the European Union and European Council – “Application of the European Convention on Human rights and harmonization of national legislation and judicial practice in live with European Standards in Georgia”.

The high officials from the executive and legislative bodies of Georgia participated in the Conference, as well as the representatives of the Public Defender Office, Georgian Bar Association  and non-Government organizations.
