CONCERNING THE REFORM OF THE CODE OF ADMINISTRATIVE OFFENSES THE WORKING MEETING WAS HELD WITH THE PARTICIPATION OF THE EXPERTS OF EUROPEAN COUNCI

On April 19 of 2016 in regard of the Code of Administrative Offences a working meeting was held at the Supreme Court with the participation of the experts of the European Council: Head of the Division for the Punitive Law and for the Protection of Human Rights of the Ministry of Justice of Slovenia - Mr. Peter Pavlin and Doctor of Law of the Complutense University of Madrid - Ms. Lorena Bachmaier Winter. The meeting was headed by the Chairperson of the Supreme Court and High Council of Justice – Ms. Nino Gvenetadze. Judges having the specialization in Administrative Law and other interested persons were participating in the meeting.
The aim of the meeting was discussion of compliance of the Administrative Code of Offences to the International standards. Mr. Peter Pavlin and Ms. Lorena Bachmaier Winter in 2011-2012 prepared the conclusions and assessments on the project of the Administrative Code of Offences at the behest of the European Council. The project has been renewed during the current year and is in compliance with the project of the new Code. Arising of the said above, the participants of the meeting had the opportunity of getting acquainted with the qualified recommendations of the foreign experts on improvement of the Administrative Code of Offences.
Within the frames of the meeting, the participants reviewed in the format of discussion the irregularities existing in the legislative and court practice of the Administrative Code of Offences. They also analyzed the various models of exercising the changes from the experiences of the European States. Judges and experts emphasized the fact, that within the frames of the reform the interest of Justice is to be necessarily maintained.
Within the frames of the working visit the experts of the European Council will meet with all the parties participating in the Reform of the Administrative Code of Offences.
In regard with the Administrative Code of Offences , the experts of the European Council are visiting Georgia within the project of the East-West Management Institute: “ Promoting Rule of Law in Georgia” (PROLoG).
