On June 3 of 2016 in Tbilisi at “Courtyard by Marriott” Hotel at the initiative of the High Council of Justice the first working meeting of the Committee for Strategy and Action Plan of Judiciary was held.
The High Council of Justice in regard with the elaborating of the new Strategy and Action Plan in March and April of the current year held the preparatory meeting with the participation of the qualified foreign specialists; At the meeting was decided to establish a committee working on the problems of the strategy and plan of action of the judiciary. The composition of the committee consists of: judges, other representative of the judicial system; as well as the representatives of the Ministry of Finances of Georgia, Chief Prosecutor’s Office, Ministry of Justice of Georgia, Ministry of Internal Affairs of Georgia, Administration of President of Georgia, Union of Georgian Judges, Service of Legal Aid, Association of Lawyers, Public Defender, Notary Chamber of Georgia and Coalition for the “Independent and Transparent Judiciary”. The above mentioned committee is headed by the Chairperson of the Supreme Court and High Council of Justice. The representatives of the international organizations are invited in the capacity of observers.
The Strategy for judiciary and Action Plan is a sort of extention of the strategy for judiciary and plan of action being elaborated for 2016 – 2020 within the frames of Interdepartmental Coordinating Council of the Ministry of Justice, which through arranging a corresponding activity will strengthen the independence and impartiality of the Court.
The Chairperson of the Supreme Court and High Council of Justice, Ms. Nino Gvenetadze; Deputy Minister of the Ministry of Justice of Georgia – Alexandre Baramidze, the current Director of the Office of Democracy and Management of the United States Agency for International Development (USAID/Caucasus) David Stonehill; The Head of the Department for the Economic Cooperation of the German Embassy in Georgia – Dr. Katharina Derkorn; the Program Manager of the Legal Approximation to the European Standards in the South Caucasus of the German International Society ( GIZ) - Thomas Meyer opened the first working meeting of the Committee and greeted the participants.
The aims of the Judiciary and plan of action were presented at the meeting, as well as the frames of the Committee mandate and methods of activites. The issues related to the facilitator of the meetings, support administrative personnel, determination of the inner and outer communication channels/means and the desirable size of the working group were discussed by the participants in the course of consideration of the future plans of the Committee.
The working meetings of the Committee for the strategy and plan of action of the Judiciary are supported by the German Society for International Cooperation (GIZ), the United States Agency for International Development (USAID) and the project Promoting Rule of Law in Georgia (PROLoG).
