On April 15 of 2016 the Chairperson of the Supreme Court and High Council of Justice, Ms. Nino Gvenetadze welcomed Judge of the State of Florida of the USA Mr. Mark Speiser.
Mr. Speiser has greatly contributed with his 30-year experience as a judge into the development of the so-called problem-solving courts of the USA. Videlicet, the first mental health court in the USA, specializing in the mental health cases was established with his cooperation.
Arising out of the said above, the aim of Mr. Marc Speiser’s visit to Georgia is sharing with the Georgian colleagues of the American experience on the current and significant issues of the criminal justice of the USA (Juvenile Justice, the Jury etc.).
Within the frames of the meeting, Mr. Marc Speiser overviewed in details the juvenile justice system of the USA, videlicet the legislative regulation and court practice. Ms. Nino Gvenetadze talked about the issues of compliance of the Juvenile Justice code to the international principles. The Chairperson of the Supreme Court marked at the meeting, that with the support of the Children’s Fund of the United Nations (UNICEF), a Special group oriented to the identification of the irregularities and improvement of that latter and working out of the recommendations concerning the implementation into the practice of the Juvenile Justice Code has been formed with the participation of the judges having the appropriate qualification and state officials.
At the meeting the participants got acquainted with the court practice of America and modern approaches towards the Jury institution and other current issues of the criminal justice.
The format of the meeting was of a report and discussion type and attended by judges and other interested persons.
