The workshop held in the Supreme Court of Georgia on distribution of cases in electronic manner and in the issues of witness questioning in the criminal procedural code

On September 5, the Chairperson of the Supreme Court of Georgia and the High Council of Justice, Nino Gvenetadze met with the Chairpersons of the Common Courts of Georgia.

The workshop was devoted to the reform of the judiciary within the framework of the Third Wave, regarding to the record of draft Organic Law on “Common Courts of Georgia”, which refers to the judges randomly and equal footing distribution of cases through the electronic system. In the meeting judges reviewed the draft version of the electronic distribution of cases, expressed their opinions, critical comments and recommendations, which should be reflected in the rules of distribution of cases.

The Chairperson of the Supreme Court stated that the rules of electronic distribution of cases should create the bases of independent, impartial, transparent and effective legal proceedings. In order to promote the credibility of the judiciary, for the parties to the dispute and for the public it is required to create a mechanism that will ensure fair distribution of cases between judges, meantime, under the growing number of court cases flow conditions for the judges the equal load standard is to be kept.

Nino Gvenetadze noted that on September 8 under the framework of the Council of Europe project - "To strengthen the independence and effectiveness of the justice system", the Supreme Court will host the European experts. The event will be dedicated to the introduction of electronic distribution of European models and review of the Georgian concept; in the meeting the judges of Common Courts will be participated.

At the meeting judges also discussed the draft amendments of the Criminal Procedural Code related to the rules of questioning of witnesses. It was admitted that the forecast changes needed to attract human and financial resources in order to fulfill the requirement of the law. The Chairpersons of the courts mentioned that the judges insufficient number is one of the most important problems together with other organizational and technical issues.

The meeting was attended by members of the High Council of Justice.
