The Chairperson of the Supreme Court of Georgia met with the Georgian Governments Special Advisor for Human Rights and Rule of Law

On June 24, 2015 The Chairperson of the Supreme Court of Georgia Nino Gvenetatdze met with Georgian Governments Special Advisor for Human Rights and Rule of Law Michael OBoyle.

In the beginning of her speech Chairperson of the Supreme Court of Georgia stressed the importance of the work of Special Advisor for Human Rights and Rule of Law and positively assessed the work of special adviser Thomas Hammarberg, predecessor of Michael OBoyle, in human rights improvement activities in Georgia.

Nino Gvenetatdze informed the Special Advisor about the current and planned activities of the system. She highlighted the importance of using the established practice of European Court of Human Rights in courts decisions and spoke about the measures that is to be implemented in this direction by the Georgian judiciary.

Nino Gvenetadze provided detailed information to Michael OBoyle regarding the planned changes of third stage reform of judiciary, including the legislative package which aims to raise the standard of admissibility. The Chairperson of the Supreme Court stated at the meeting: “Standards of admissibility of the Cassation appeal have to be raised; the court decisions, as well as complaints submitted by the appellant parties, should be based on the case law and the norms of the European Courts, established approaches of the European Convention of Human Rights.”

Nino Gvenetadze talked about the projects that judiciary is implementing by assistance of donor organizations in order to improve the quality of justice. The Chairperson of the Supreme Court highlighted the projects, which envisage the qualified translations of the decisions of European Court, in accordance of these decisions preparation of thematic search program for Georgian Judges and trainings of the judges is to be carried out. 

Nino Gvenetatze provided information to Special adviser on establishing of case management and case distribution electronic system in judiciary. Chairperson of the Supreme Court also talked about the significance of enactment of the code of the Juvenile Justice. She also stated about the Court initiative, which envisages that before the enactment of the code all the cassation appeals dealing with Juveniles cases is to be admissible to the court of cassation.

The Chairperson of the Supreme Court also reviewed other activities planned within the third stage reform of judiciary, among them the issues that covers the improvement of disciplinary proceedings and increasing the accountability of judges towards the public.

Michael OBoyle thanked Nino Gvenetadze for providing comprehensive information and expressed hope that cooperation will become even more successful and productive.

The meeting was attended by Alessandro Savaris, Deputy Head of Office of Council of Europe.
