To open a dialogue concerning the challenges facing the judiciary

On April 16, 2015 the Chairperson of the Supreme Court met with the representatives of international and local non-governmental organizations, as well as the Bar Association and introduced them the visions concerning the reform package of judiciary prepared by the Ministry of Justice on the third stage of the reform.

At the meeting, the main directions of legislative changes were pointed out and the importance of the third stage of the reform of judiciary and compliance of the amendment package prepared by the Ministry of Justice with the recommendations of the Venice Commission and the Directorate of Human Rights was noted.

During the presentation the Chairperson of the Supreme Court paid particular attention to the legislative amendments package relating to the appointment of the Head of the Chambers of the Courts, modification of the duties of the Chairpersons of the Courts, criteria for the appointment of judges and other considerable issues, which is important and necessary for the normal functioning of the Court and promoting judicial independence and impartiality. 

Among the issues Nino Gvenetadze emphasized the rules of the production of electronic system in Common Courts and electronic allocation of the cases.

The meeting, lasted more than two hours, among the judges of the Supreme Court was attended by the non-judge members of the High Council Of Justice, members of the Disciplinary Chamber, the representatives of the Union of Judges, Georgian Bar Association and other professional associations of the lawyers, the representatives of international and local non-governmental organizations – EU project “Reform of the criminal justice system in Georgia”,  Council of Europe, USAID, USAID – EWMI- JILEP, GIZ, Coalition for Independent and Transparent Judiciary, Transparency International –Georgia, Georgian Young Lawyers’ Associaton, Article 42 of the Constitution and Human Rights Education and Monitoring Center.

Similar meetings at the Supreme Court will be consistent/regular. The judiciary calls on every interested person to get involved and to participate in an open and transparent process, as it concerns to the issue which is important for everyone – reform of the judiciary of the country.
